The Covid-19 pandemic has led to a health crisis of a scale unprecedented in post-war Europe. In response, a large amount of healthcare resources have been redirected to Covid-19 preventive measures, for instance population-wide vaccination campaigns, large-scale SARS-CoV-2 testing, and the large-scale distribution of protective equipment to high-risk groups and hospitals and nursing homes. Despite the importance of these measures in epidemiological and economic terms, health economists and medical ethicists have been relatively silent about the ethical rationales underlying the large-scale (...) allocation of healthcare resources to these measures. The present paper seeks to encourage this debate by demonstrating how the resource allocation to Covid-19 preventive measures can be understood through the paradigm of the Rule of Rescue, without claiming that the Rule of Rescue is the sole rationale of resource allocation in the Covid-19 pandemic. The issue of COVID-19 vaccine allocation is still highly controversial on the international as well as on the national level, and policy-makers worldwide struggle in striking a fair balance between different ethical principles of vaccine allocation, in particular maximum benefit, reciprocity, social justice and equal respect. Any political decision that implements these principles comes at a cost in terms of loss of lives and of loss of life years that could potentially have been prevented by a different vaccination strategy. This (...) article illustrates these trade-offs using quantitative analysis and shows how this approach can contribute to providing a rational and transparent grounding of political decisions on COVID-19 vaccine allocation. The essay examines the three main epiphanic experiences in The Brothers Karamazov and shows how Dostoevskij’s treatment of these experiences may offer a guide to spiritual renewal. The three experiences are Alësha’s vision of the resurrected Zosima and transfigured Christ, Dmitrij’s vision of the suffering babe, and Ivan’s vision of the devil (which serves as a counter example to the first two). By examining the content of each of these visions, as well as the parallels and variations in the scenes (...) leading up to these visions, this essay seeks to explore Dostoevskij’s understanding of transformational revelatory experience. Equal access to vaccines has been one of the key ethical challenges during the COVID-19 pandemic. Most scholars consider the massive purchase and hoarding of vaccines by high-income countries, especially at the beginning of the pandemic, to be unjust towards the vulnerable living in low-income countries. A recent proposal by Andreas Albertsen of a vaccine tax has been put forward to remedy this problem. Under such a scheme, high-income countries would pay a contribution, conceptualised as a vaccine tax, dedicated to (...) buying vaccines and distributing them to low and middle-income countries. Proceeding from this proposal, we critically assess the feasibility of a vaccine tax and suggest how to conceptualise and implement a vaccine tax in practice. We present our ‘VaxTax model’ and explore its comparative advantages and disadvantages while considering other possible measures to address the global vaccine access problem, also in view of future pandemics and disease outbreaks. Rising health insurance costs and the cost of living crisis are likely leading to an increase in unpaid health insurance bills in many countries. In Switzerland, a particularly drastic measure to sanction defaulting insurance payers is employed. Since 2012, Swiss cantons – who have to cover most of the bills of defaulting payers - are allowed by federal law to blacklist them and to restrict their access to medical care to emergencies.In our paper, we briefly describe blacklisting in the context (...) of the Swiss healthcare system before we examine the ethical issues involved in light of what is known about its social and health impacts. We found no evidence that blacklisting serves as an effective way of recovering unpaid health insurance contributions or of strengthening solidarity within the health insurance system. Furthermore, the ambiguous definitions of what constitutes an emergency treatment and the incompatibility of the denial of medical care with the obligation to provide professional assistance complicate the implementation of blacklists and expose care providers to enormous pressure.Therefore, we conclude that blacklists and the (partial) denial of medical care not only pose profound ethical problems but are also unsuitable for fulfilling the purpose for which they were introduced. Mexico's pandemic management and the absence of measures have been harshly criticized as being disproportionate. This paper examines whether the proportionality principle was properly applied to Mexico's COVID-19 response and outlines three reasons against such an endeavor, namely (i) the content of “proportionate measures” remained insufficiently well defined, (ii) there were yet fundamental rights conflicts to resolve, and (iii) the situation was moreover characterized by epistemic uncertainty.

Mi propósito central es evidenciar el rol fundamental de la noción de posibilidad en la consolidación y formulación del Pragmaticismo de Ch. S. Peirce. Ciertamente el Pragmaticismo es un intento de Peirce por establecer la diferencia específica de su propia concepción del pragmatismo y un esfuerzo por ofrecer una adecuada interpretación de su formulación inicial de la máxima pragmática. Los intentos de Peirce por caracterizar su concepción pragmática y sus reformulaciones e interpretaciones de la máxima pragmática se desarrollaron en el (...) tiempo durante un periodo de más de cuatro décadas y presentan una serie de variaciones. Intentaré ofrecer evidencia que permita ampliar la comprensión sobre el llamado “Peirce’s modal shift”, a fin de mostrar en qué sentido la noción de posibilidad real desarrollada por Peirce produjo una transformación en su concepción modal y cómo éste cambio se refleja en la formulación definitiva del Pragmaticismo. En este artículo se sostiene que existe una primacía de la práctica y la acción sobre el conocimiento intelectual y la contemplación. Si esta tesis fuese falsa, no resulta comprensible por qué la prudencia y el hombre prudente son la virtud suprema y el modelo de la vida buena en Aristóteles. La cuestión inicial es 1) ¿Cómo entender la racionalidad del deseo o qué significa deseo razonado?, y esto implica dos cuestiones adicionales: 2) ¿Qué es el silogismo práctico y qué (...) relación tiene con la recta razón? y 3) ¿cuál es la relación entre el razonamiento práctico, la prudencia y el hombre prudente? Estas cuestiones son analizadas para establecer algunas de las semejanzas y diferencias entre el silogismo práctico , los diversos tipos de inferencias prácticas y otros tipos de razonamientos, tratando de mostrar la relación que existe entre la formación del carácter o modo de ser, la recta razón y el silogismo práctico. El silogismo práctico o razonamiento de la acción (EN VI, 12, 1144ª 31, “oigar sillogismoi tvn praktvn”) es presentado por muchos estudiososde la obra aristotélica como un esquema de explicación, que intenta darcuenta del movimiento que realiza el alma humana desde el apetito o deseopuro hasta la acción concreta. El punto de vista que aquí se argumentapuede ser presentado en dos tesis articuladas: 1) el razonamiento prácticono es un silogismo, comprende muchos más aspectos que son irreductiblesa la estructura formal de (...) un silogismo perfecto; 2) el silogismo práctico sebasa sobre todo en razonamientos retórico-dialécticos, bien sea un entimema,un paradigma, o un epiquerema; es un proceso discursivo de deliberacióncon silogismos imperfectos o cadenas de silogismos probables que orientanla deliberación a manera de sorites e inducciones retóricas. In the discipline of international relations there are contending general theories or theoretical perspectives. Realism, also known as political realism, is a view of international politics that stresses its competitive and conflictual side. It is usually contrasted with idealism or liberalism, which tends to emphasize cooperation. Realists consider the principal actors in the international arena to be states, which are concerned with their own security, act in pursuit of their own national interests, and struggle for power. The negative side of (...) the realists’ emphasis on power and selfinterest is often their skepticism regarding the relevance of ethical norms to relations among states. National politics is the realm of authority and law, whereas international politics, they sometimes claim, is a sphere without justice, characterized by active or potential conflict among states. Recently, Australia became the second jurisdiction worldwide to legalize the use of mitochondrial donation technology. The Mitochondrial Donation Law Reform (Maeve’s Law) Bill 2021 allows individuals with a family history of mitochondrial disease to access assisted reproductive techniques that prevent the inheritance of mitochondrial disease. Using inductive content analysis, we assessed submissions sent to the Senate Committee as part of a programme of scientific inquiry and public consultation that informed drafting of the Bill. These submissions discussed a range of bioethical (...) and legal considerations of central importance to the political debate. Significantly, submissions from those with a first-hand experience of mitochondrial disease, including clinicians and those with a family history of mitochondrial disease, were in strong support of this legislation. Those in support of the Bill commended the two-staged approach and rigorous licencing requirements as part of the Bill’s implementation strategy. Submissions which outlined arguments against the legislation either opposed the use of these techniques in general or opposed aspects of the implementation strategy in Australia. These findings offer a window into the ethical arguments and perspectives that matter most to those Australians who took part in the Senate inquiry into mitochondrial donation. The insights garnered from these submissions may be used to help refine policy and guidelines as the field progresses. (shrink)

Tractatus Politico-Philosophicus (Political-Philosophical Treatise) of W. Julian Korab-Karpowicz proposes a new idea-system. Ideas concerning different topics related to politics are introduced. The work aims to establish the principles of good governance and of a happy society, and to open up new directions for the future development of humankind. It is also in part a critique of the epistemology of early Wittgenstein as presented in his Tractatus Logico-Philosophicus. It argues that one can speak about politics and ethics with sense, and (...) that political philosophy is still a viable enterprise for us. This explanation is provided in response to the review of Tractatus Politico-Philosophicus by Katarzyna Heremska and a critical note of Pawel Kloczowski that were both published in Argument 6(1), 2016. This article presents Grotius’s argument against raison d’état and his defense of the rule of law in international relations. Grotius remains an important voice in the debate about the character of international politics. He challenges the views of the adherents of the doctrine of raison d’état who, following Machiavelli, give rulers the license to disobey legal and ethical norms whenever the vital interests of the state are at stake, and to use any means to achieve their goals, including warfare. On (...) the other hand, he also takes a position against pacifists who on moral or religious grounds are adverse to any war. By putting forward the idea of international rule of law, even in warfare, he provided the foundation for a universal legal order applicable to all nations. (shrink)

Habermas claims that although modern thought “treats revelation and religion as something alien and extraneous,” religion is still present in today’s world. The memorable events of 9/11 confirmed that modernist secular society is not the end of history, and that the theme of religions and civilizations, and of potential conflicts between them, is still alive. There is now a growing conflict between fundamentalist religion and the secular state. While challenging Habermas' view on religion, I claim that in just one generation (...) the inhabitants of the West—who made their own deconstruction by becoming a people without God, without virtue, without manners, and often without families and without children—are at risk of losing their current leading economic, political, and cultural role in the world. They have created a void that is now to be filled by other, non-Western civilizations. The greatest loss of modern humanity, however, in both the West and the East, is the loss of the human soul. By forsaking God and virtue, and the awareness of the proper order of things, human beings lose themselves in superficial desires. They are not even aware of what has been lost. The solution is obviously not the politicized and often violent religiosity of fundamentalism. That only contributes further to human degradation. To save themselves, modern individuals must learn to know themselves again. By deep philosophical reflection and authentic religion, they must fill up the void that created postreligious and postmetaphysical thought. They must in the end rediscover their deeper selves. One cannot live by power or desire alone. Human beings are not one-dimensional, as Hobbes and his followers tried to make us believe, but in fact have many dimensions and many needs. The classical tradition reveals some of those. It speaks to us of community and friendship, virtue and corruption, self-interest and self-control, justice and order, freedom and law, happiness and sorrow, the purposes of life and the dangers of war. It is only through action that can be defined as a return to origins, namely, by creatively repeating and recalling the sources of Western civilization—the ideas contained in the classical tradition—that the declining civilization can be rebuilt. The notion of objectivity in science has come under critique of feminist writers. The scientific ideal of a detached, neutral observer, who has no race, no gender, no cultural identity, no class, and views the world “from nowhere,” has been challenged, and patterns of domination explored. Feminists argue that objectivity is a tacit generalization from the subjectivity of a small, privileged social group “of educated, usually prosperous, white men.” Hence, it is a result of the denial of the subjectivity of (...) women and other marginalized people. The task which I set before myself is to inquire into the problem of objectivity in science and to explore the relationship between objectivity and subjectivity. I argue that, although the feminists’ critique of objectivity contributes to a greater awareness of the problem of objectivity in science and indeed subjectivity matters, their critique is ill founded. It is an example of one of many stereotypes and simplifications that we can find in today’s feminist thought. The affective engagement with the world, the approach that I propose, leads us to knowledge beyond objectivity. It is a prerequisite of knowing persons as persons and things as they are. (shrink)

On the New Politics: an Introduction to Evolutionity (publ. in Polish). In this article I introduce a vision of the new politics that emerges from my recent book Tractatus Politico-Philosophicus. The Tractatus discusses a number of topics. To name just a few, these are: politics, human nature, the state, freedom, solidarity, democracy, civilization, family and marriage, power, international relations, war and peace. Also, it introduces new words, such as sophocracy, ennobled democracy; nativeculturalism, an alternative to multiculturalism; or parentsexuality, a privileged (...) form of sexuality. It addresses many issues that concern today’s political thinkers. The main objective of my work is to demonstrate the necessity of, and provide a guide for, the redirection of humanity. I argue that this paradigm shift must involve changing the character of social life and politics from competitive to cooperative, encouraging moral and intellectual virtues, providing foundations for happy societies, promoting peace among countries and building a strong international community. I try to show that the essence of politics is not a struggle for power, which can only be its derivative meaning, but rather the ability to organize society for cooperation and actualize a good life. Also, I try to remind humanity of its high task, which is moral and intellectual perfection, and to advance human evolution. (shrink)

Thirty-first August 2001 marked the 21st anniversary of the end of prolonged strikes in Poland that resulted in the forming of the trade union Solidarity. The struggle of Solidarity remains a powerful lesson in political non-violence. In spite of the wide support it enjoyed in Polish society, Solidarity was outlawed in December 1981 and its leaders were imprisoned. If one is suppressed by force, one can answer with force. But Solidarity did not. Was it an ethical standpoint that Solidarity used (...) only peaceful means in its defence or a utilitarian or pragmatic strategy? The paper argues that it was both. The struggle of Solidarity was not only guided by pragmatic considerations on how to achieve the goals more effectively, but also by ethical principles. Also, the author discusses the nature of political system that existed in Poland from 1945 to 1989. (shrink)

Background Medical ethics deals with the ethical obligations of doctors to their patients, colleagues and society. The annual reports of Sri Lanka Medical Council indicate that the number of complaints against doctors has increased over the years. We aimed to assess the level of knowledge, attitude and practice regarding medical ethics among doctors in three teaching hospitals in Sri Lanka. Methods A hospital-based cross-sectional study was conducted among doctors using a pre-tested self-administered, anonymous questionnaire. Chi Squared test, and ANOVA test (...) were used to identify the significance of association between level of knowledge and selected factors. Results Most doctors had a poor level of knowledge on medical ethics, with postgraduate trainees showing significantly higher level of knowledge. The average knowledge on medical ethics among doctors was significantly different between the three hospitals. Over 95% had a favourable attitude towards gaining knowledge and advocated the need for training. The majority indicated awareness of unethical practices. 24.6% of respondents stated that they get a chaperone ‘sometimes’ during patient examination while 3.5% never do. The majority responded that they never accept gifts from pharmaceutical companies in recognition of their prescribing pattern. 12–41% of doctors participated in the study acknowledged that they ‘sometime’ engaged in unethical practices related to prescribing drugs, accepting gifts from pharmaceutical companies and when obtaining leave. Conclusion Most doctors had a poor level of knowledge of medical ethics. Postgraduate trainees had a higher level of knowledge than other doctors. The majority showed a favourable attitude towards gaining knowledge and the need of training. Regular in-service training on medical ethics for doctors would help to improve their knowledge on medical ethics, as well as attitudes and ethical conduct. (shrink)

The order which Schopenhauer follows in discussing individual arts - architecture, visual arts, poetry, and music - is dictated by his metaphysics. Thus, as with Hegelian aesthetics, the aesthetics of Schopenhauer presupposes a metaphysics. The task of philosophy, Schopenhauer claims, is to provide an answer to the problem of existence - an answer which would be sufficient for always. Strangely enough, his answer differs considerably from that of Hegel. They both strive for a complete and permanent explanation of reality, yet (...) their conclusions apparently contradict each other. Is there any reconciliation possible between Schopenhauer and Hegel that does justice to both philosophers? Is there any meta-metaphysical ground on which we can establish the apparent disagreement between them as merely illusory? These are certainly problems to raise if one does not wish simply to enumerate the different world views of the two philosophers, but find a philosophical meaning to their difference. (shrink)

Many scholars have argued that unity of humankind can be established on the basis of some basic or core human values. Instead of engaging in a comparative empirical research, compiling lists of core values derived from different cultures, discuss their relevance for human fellowship, I examine the simple values of life that during the 1980s united people in Poland and made them to form the powerful civic movement, which was Solidarity. Today we live in a world that is fundamentally different (...) from that before 1989. We are no longer divided by a global ideological struggle between communism and liberal democracy. The key issue today is not a bipolar division but globalization. My thesis is today we need a new Global Solidarity and that this movement can take lessons from Poland’s Solidarity. It should not be grounded in any ideology, but in inclusive values that do not divide but can potentially unite all human beings, and these can be derived from basic human needs. In short, Global Solidarity should be based on what I call the “righteousness of life.” It can be achieved if there is a growing recognition of what is right for life and a growing interest in protecting and enhancing life.
